故事从战兔在公路上骑着摩托车，接到美空和纱羽姐的电话开始。万丈去参拜香澄（女朋友）的墓，一海去参拜三羽鸦的墓，幻德则睡觉。三都的知事的演说开始了，战兔将一对姐弟从Smash那解救了出来。因为伊能贤吾的洗脑，民众们向战兔袭来。火星灭亡后，为了毁灭地球，Blood族在这10年里，一直作为影子暗中活动。Evolto因为没参与其中，导致三人被灭亡。战兔在逃跑的途中，突然出现了两只狗，看到狗实在太可爱了，战兔忍不住为其拍照。结果不巧被民众发现了，又跑了出去。足球场的应援席里，一海与幻德达成一致。但是这时北都知事---才贺涼香出现了，并变成剪刀Smash，与Rogue和Grease打了起来。听到是乡原光臣当初提出把香澄变成Smash的，万丈立刻变成Cross-zMagma，与变身成斑马Smash的光臣打了起来。但是这时，伊能贤吾现身，将万丈洗脑了。战兔为了调查【极计划】，这时伊能贤吾与被洗脑的万丈现身了，万丈变身成GreatCross-z向战兔袭来。战兔也变身为RabbitRabbit形态迎战。可是被斑马Smash和剪刀Smash抓住不能动弹，又受到GreatCross-z的【GreatDragonFinish】的重击，导致变身解除了。一海和幻德被才贺涼香抓住了，这时内海出现了说想要挤压腰带就下跪吧。只有幻德下跪了取回了腰带。变身解除的战兔被万丈夺走了危险扳机，交给了伊能贤吾。与剪刀Smash、斑马Smash和万丈三人一样，伊能贤吾使用【伟大穿越龙】、【眼镜蛇迷失满瓶】和【危险扳机】变身成了假面骑士Blood。就在Blood要给肉身的战兔致命一击的时候，Evolto为救战兔而赶来了。

故事背景设在明治64年，并由德川庆喜掌握权力的另一个日本。国家靠能量源「龙脉」，形成江户和科学混合的独特发展。但繁华背后，反体制派组织「蛇」正酝酿革命之火。德川政府委任暗组织「鵺」将其驱除。女主角-雪村笑羽在幼时被灭门，于是她作为「鵺」的处刑人，为报仇而持续寻找蛇野目……
